A driving instructor working out of Sandhurst keeps everything on one stick: pupil records, test bookings, the mileage and fuel figures his accountant asks for each January. The format prompt is a confession, not an instruction. When a machine mounts a volume it reads a small structure at the front that says where everything lives. If that structure is unreadable, the machine has storage it cannot interpret, and Windows responds with the one action it knows: offering to lay down a fresh structure. Accepting is the single most expensive click available.
The stick was working, which is the useful part. It enumerated on every machine it was tried on. That rules out the controller and the connector and puts the fault squarely in the index, which is data, and data can be rebuilt from an image without ever touching the original.

Say no, then stop using it. The prompt means the index is unreadable, not that the files are gone, and formatting replaces the index with a blank one, which converts a straightforward recovery into a much harder one.
