A lit indicator is evidence of a working power lead, nothing more. On most portable drives the light is wired to the enclosure's bridge board, not to the disk. It will glow happily above a drive that never spins, and it means only that electricity is arriving somewhere.
The shop earned its keep by bypassing the case. The single most useful test on a portable drive is to take it out of its shell and connect it directly, because that separates a failed bridge from a failed disk. Getting the same clicking on a direct connection converts a maybe into a definitely, and it saved the bench from repeating a test that costs a drive a start-up.

Do not read the indicator as a sign of life in the disk. It reports on the enclosure, and enclosures are the part that rarely fails in this pattern.
